Ships currently get 10% defense when in a coastal tile.
I am not sure what this is intended to represent.
Perhaps someone could explain.

In any case, it seems that from a game standpoint it would make more sense to give any small advantage to the defending ships in their home coastal waters (defined as coastal squares within their cultural boundary.)

This could represent familiarity with local conditions, abstracting support of shore batteries, lack of fatigue of the crew, etc.
 
I didn't know that. IRL, ships being attacked near the coast are at a disadvantage, so it doesn't make sense, except perhaps inside cultural borders for the reasons you gave.
 
I would think that the coastal defence bonus is meant to replicate the effect of advantages with cultural borders. Implemented to allow navies to have more of a chance defending. I don't see the great need to change it, but I don't see why it shouldn't be changed, either. :dunno:

The thing is that if I'm understanding fine, even the enemy boats have this bonus if they are in YOUR coastal waters?

Yup, you do.

Considering that in shallow water, you have more drag on your boat's hull, I would think it would be a disadvantage, unless you were in home waters.

It might represent that a ship that's already present will presumably know where the sandbars are that day, and an incoming ship doesn't have time to find out. But again, home waters should be usable to the home team.
 
You should get a speed reduction in coast and adjacent to sea ice due to rocks and icebergs - you slow down to avoid them.
If sea tiles are introduced this should also apply to them.
Sandbars move so they also reduce speed.

The defensive should be changed to apply to home waters only IMO
