coastal fortresses don't work?

coastal fortresses never fire when enemy ships pass by...does this happen to anyone?
 
It does happen. But the requirements to do so are so rare, it almost never happens.
An enemy ship must move from on tile adjacent to the city to another adjacent tile to trigger it (and even then, there is only a chance it happens). So, you'd need something like a city on the mouth of a channel...
The 'problem' is that the AI is programmed to evade if possible, so a city somewhere at the coastline with a CF will result in the AI changing its path, to never trigger it.
So, the only real use of CFs are:
1) The AI uses a longer path
2) For coastal bombardment, the CF is destroyed before anything else (and since it is darn cheap for MIL or SEA Civs, that can be worth it occasionally).

Still, among the most useless city improvements - if not the most useless at all.
 
I usually build them, just because there is no upkeep.
