The constitution is clear that naming of cities and units lies with the President.
From article D. 1. President:
Code:
He/she has the following
responsibilities, and may appoint a citizen to oversee
a responsibility: Naming of Cities and Units,
etc.

The Code of Laws conflicts with this article in parts A.1.a (city naming) and A.1.c (unit naming). Somewhere the constitution states a lower law cannot conflict with a higher law, so this is not valid. This seems like a no brainer to me so I will propose it in the form of a poll to start the 24 hour clock ticking.

Proposed Poll
Do you approve of the following changes to Code Of Laws sections A.1.a and A.1.c?

Yes/No/Abstain choices.

The poll will run for at least 96 hours.

OLD relavent parts of current law (unchanging sections replaced with ... )
Code:
A. Citizen Rights
    1. Naming Rights
      a. City Names
All cities founded by Fanatannia will be named by citizens
using a rank-based system. The President will maintain
this list in a thread. Should a citizen fail to provide a
city name, they will be skipped until they provide a city
name. The [B]Director of Expansion [/B] will include the city name
to be used in the instructions to found that city. No
citizen may name more than one city until all citizens
          have named a city.

...

      c. Unit Names
The [B]Commander of Armed Forces [/B] will utilize the unit naming
preferences within the Citizen Registry thread to rename all
          military units.
...

Proposed changes to strike reference to director of expansion in A.1.a. and replace references to Comander of Armed forces with president in A.1.c. Changes are in Bold

The President (or appointee) can't

"include the city name to be used in the instructions to found that city"
as they don't give instructions to found cities. They could though

"list the city names for the next cities to be founded in the Turn Chat Instruction Thread"
or something along those lines

Ok, taking Ms Furiey's comments into consideration as well as the comments in the TCIT and Chat Log that it is a pain in the butt to manage unit names I now present the following.

Changes since last time includes minor wording on city names (A.1.a) and more structure on unit naming to make it less of a pain for the DP. (A.1.c). The biggest impact will be from A.1.c.2 where we will eventually run out of the requirement to name units while still allowing each citizen to have a named unit.

Since there is quite likely to be more feedback I do not presume to place this as a proposed poll at this time. I am especially interested in feedback from any of the DPs on if they think this change is worthwhile in making the unit naming less tedious and time consuming.

          1. Naming Convention - Unit names will include a unit type
designation. If the citizen did not include an appropriate
type then one will be added by the DP. Ex: "Spice Raider" is
designated in the Citizen Registry, so the DP will name it:
"MDI - Spice Raider" After upgrades the DP will rename
units as appropriate at the next convienent time.
          2. Ease of Game Play - We will go through the citizen registry
only one time to get unit names. Once we have gone
through the list any new citizens will be added to the next
built unit. Also, any citizen whose named unit no longer
exists may request from the President (or designate) to
have a new unit named with their choice.[/B]

This proposal makes way more sense. The concept of naming each and every unit was a noble gesture to the citizens, but it will not be practical when the number of units takes off. Already, just trying to keep up with names, trying to figure out exactly what kind of unit it is after it is renamed, and finding unnamed units is a big hassle.

Maybe we should use unit naming for special mention units, like ones which capture cities or defend against poor odds.

I really like the idea of naming units, but I agree with DS that in practice this might not be the most realistic thing to do. Once we start pumping out settlers and building more cities, each turn is going to take a fair amount of time to play. Doing that, managing workers, fighting wars: we're going to start looking for things to streamline the game, and deciding not the name units is low hanging fruit IMO.

MOTH's proposed changes are excellent; but I'd just drop the whole idea.

I think we should go through the citizen registry once just to be fair. Then again with 130K victory each citizen will probably get to name one or 2 or more cities each.

Way back in February, I suggested that we give units generic names, i.e., 1st Hussars, 27th Rifleman Regiment, 6.34x10^5 Laborers, etc. In one of my early Civ3 games, I decided to name all my ships. It was a distinct pain remembering "is Invincible a battleship, a frigate or an aircraft carrier?" Now, the only units I name are the ones producing MGLs.

This one is defenately the one I agree with. Though it would not matter to me in Term 3.

Ok, Here it is as a proposed poll. If people don't like this poll then I will likely need to pass it on to someone else as my available time before my vacation is quickly evaporating.
