I agree with you.I think gifting units is an important enough thing in the Cold War in particular to be allowed in this case.

So, the USA player could announce that he will provide the "market" with these weapons.

On second thoughts I think you are right. Let´s use the spies just for bribing/sabotaging units and cause nuclear explosions, poison waters, etc.But then again, if you give spies the ability to steal techs, the minor nations could steal those techs from the USSR/USA.
