One more time:
If you want to play it as a singleplayer and begin a nuclear war against the crazy AI, you can do it.
But the "PROBLEM" is that you´ll always end in a nuclear exchange without rules :(
If you like that, play and have fun. no problem.

But the "original" version will be multiplayer only.

I have a huge problem with the communist countries budget.
THE DEFICIT IS ENORMOUS!!!
Is that normal? or am I doing something wrong?
How can I reduce the deficit?

Give them lots more trade arrows to begin with. Also delete excess non essential buildings in smailler towns. Or give them a wonder that pays for the upkeep of buildings.

Great!!! It worked pretty well.
I was able to reduce a nearly 700 gold per turn deficit to only 83 :) (Tax rate 50%)
 
Some topics i´d like to discuss with you:

1) Spies? What are they limits? Incite revolt in cites allowed? Bribe units?

2) Gift units? Allowed?
Maybe a slight different concept... buying units?
 
1) You of all people should be against city revolts, and you know I am. ;) I don't really have a problem with unit bribing however.

2) I think gifting units is an important enough thing in the Cold War in particular to be allowed in this case.

1) No city bribing for the usual reasons, its just not realistic

2) Personally i'm against unit gifting, there are various reasons why I think it is unrealistic. Some of the reasons I send you earlier by PM (and is to find somewhere in the Imp1870 thread. I want to add that gifted units tend to become NON-units, so definitely there should be a house-rule that gifted units should be rehomed, and therefore become supported by the receiving civ.

Still, I think that civ's should support other armies by either:
A) fighting alongside your ally with your own forces, or
B) send cash so your ally can rushbuy the units itself.

As Darius has pointed out, in the cold war unit-gifting took place, but not in the way the civ2 game-engine runs it now.
 
I'd say no spies. No tech would be safe, as it is very hard to simulate counter-espionage. Absolutely no city bribing

Well, i think that´s the point of espionage. Obtain secret techs. Anyway, i understand your point of view... but let´s try it. ok?
Espionage was a characteristic of the Cold War. Let´s make a test, and see how it works. :)

However, i was thinking about something slightly different...
Pay attention guys, this will sound WEIRD!!! :D
Instead of the usual "unit gifting"... what about a "weapons market"?
My idea relies on the difference between USA/USSR hi-tech aircrafts/tanks and countries like Arab Alliance or SEATO; they will never achieve that level of technology. That´s a characteristic of this scenario. US/USSR have better weapons!!! That´s realistic and i´m not going to change that.

What about this...
USA/USSR could be the "major suppliers"
For example... USA has 20 F-4 Phantoms in his arsenal; and decides to sell 5 of them.
So, the USA player could announce that he will provide the "market" with these weapons.
USA/USSR buy/sell between them not allowed ;)

NATO/CHINA could be minor suppliers too... :rolleyes:

Commerce between allies? (like USA/NATO) mmm... i´m not sure about it...

Price? The traditional supply and demand mechanism will determine it ;)

Comments? Too weird? interesting? waste of time? :D

I love this idea and very realistic!

I know Germnanos hates gifting but I believe we should consdier it and I guess you have decided that.

Yes, it would be very fun to do such things.
But then again, if you give spies the ability to steal techs, the minor nations could steal those techs from the USSR/USA.

On second thoughts I think you are right. Let´s use the spies just for bribing/sabotaging units and cause nuclear explosions, poison waters, etc. ;)
 
Please, I need your help with this one:
I need some volunteers to help me to write the texts and an introduction to the scenario.
I´m talking about the usual texts that pop up after conquering a city, killing units, etc. I´ve already collected some texts from other scenarios. However, i´d like you to help me to improve them :)

Anyone interested?
