collateral damage

is there any way to change the collateral damage promotions so that any unit that can cause colateral damage can be upgraded with them? atm there are many units that can do collateral damage and are not able to benefit from the promotions.

Combat happens in stacks in this game, vanilla or mod. Collateral damage is too overpowered already.

berserkers could do more collateral like a catapult, to make them more useful...
