Colonies Are Graphically too big?

Ok I know there is a thread somewhere around but search has failed me.

How do I shrink the city sprawl of my colonies?

I pretty sure it is changing a xml file value from 1.5 to .75, I did it before a long time ago on another computer. But I can't find the it.

There is a way to prevent settlement graphics from expanding into nearby tiles, but I don't recall exactly how to do it.
