Colonies declaring Independance

You know the scenario- youve just settled (or conquered) a foothold on someone elses continent for the sole purpose of bagging a resource, now, 20 turns later the resource is no longer as important as it once was but your still lumbered with several high-corruption cities that are practically indefenceable miles away from your capital.

The answer? Independance!

There are several steps needed-

1. create the new government
2. assign them cities
3. negotiate with them

The first step, create new government could either be done by the player or it could automatically happen after a set number of turns after the establishment of the colony.
Alternativly, if the cities were formerly of another player who has since been wiped out then the government could simply be 'living in exile' and could return to control the colony which was once their own.

When the new government is created or has returned they only have one city, and you have to 'sell' any others to them through negotiation, as cities are expensive in trade then you should be able to negotiate rights to mine the resources for many subsequent turns.

The new nation would be a completely seperate entity with initial close ties to you but could still be attacked and attack as normal.


The colonies could also be created without your control, i.e. with the colony capturing nearby cities, you could either fight the revolution or let it happen.
 
Love the idea of this the nearest its ever come was in Civ 2 when under rare circumstances a civilization could split in two if a civla war occured. Its certainly a nice idea that could work very well.

Isn't corruption excluded
 
There could also be an increase in reputation for allowing a colony to achieve independance and a decrease for fighting them or destroying them.

The idea is basically for colonies that had some reason for being but dont any more. So the player may welcome making it independant.

The colony will still keep close ties to the original empire so attacking it would anger a larger empire.
