colonies on and off

does anyone know how to disable the ability to turn overseas cities into colonies?

There's a "No Vassals" gameoption, which includes that.

id still like to defeat my enemies through capitulation (id have to keep the vassals option on), i just want to diasble the ability to create new vassals overseas. Adding new civs late in the game makes the wait time between turns take a lot longer...
