What would be the new worker's name? Worker #2? Colonialist? Colony Worker?
Furthermore, should it have any other purpose than creating a colony?

No, as in putting a second worker on it. So, first worker makes a colony, second worker turns it into a city. Saves having all sorts of ridiculous provisos involving the sacrifice of a certain thing on a certain day for a certain reason.
