Commander and unit carryover between ages

I wonder what the exact mechanics are.

In my current game, i had three commands at the end of anqiuity. I read somewhere that siege units are not carried over, left them out and packed 3x4 units into the commanders, spearmen, archers and horse (elephants).
Only about half of them remain in the commander at the start of exploration.

I was unable to find a post about the exact game mechanics, could somebody enlighten me?
 
Basic number of units to stay is 6 to exploration and 9 to modern. The rest is packed in commanders if there's space available. The rest of units is destroyed.
 
I'm not certain that the unit types stay consistent, but it seems infantry, cavalry, and ranged numbers match the previous age's. I've always gotten some mortars in Modern Age, and I think they might be based on how much siege you had, though the numbers don't match up exactly (I tend to get more mortars).

So it seems first 6 or 9 are scattered around your settlements, then the rest are scattered among your commanders, any left are destroyed.

For me it seems that naval forces do not follow this logic during exploration to modern transition. Only vessel that are manually packed to fleet commanders survive.

P.S. I have opened bug about this.
 
It would be interesting to do some testing. I always have very large armies and lots of commanders, I’ve never noticed anything so consistent going into new eras.

This is no guarantee, in my experience. I've started Modern Age with no navy once even though I had ships packed.

In my experience it works normally. I often have 1-2 ships scouting around distant lands and if I don't forget to build some fleet commanders, those units are always safely packed inside on transition to modern.

So you don't have to pack units into the commanders to take them over? I was always moving my troops to the next commander at the end of an age
 
The new warning notification is a nice addition. It will warn you that you don't have enough commanders and tell you exactly how many units will be lost if you don't build more commanders. Now if the game would just stop warning me that I'm suffering from war weariness when I'm actually not, that would be wonderful.

Support replied to my report. They were tracking this bug already before my reports. I just did not notice that it is know issue already:
