Community Patch vs Various Mod Components

I'm trying to figure out the difference between these two dll mods, but I cant seem to find a clear and concise comparison. For instance on the steam page description it says the following:

The Community Patch includes content from the following mods:

Various Mod Components DLL by Whoward 69
Artificial Unintelligence by by Delnar_Eriske
Smart AI by Ninakoru
Communitas mapscript by Thalassicus​

However when I tried to load a mod (civ IV diplomacy) which uses VMC it said that the CP was blocked. Can anyone shed some light on this? Im trying to put together a new version of my mod pack and I an trying to decide if I should switch from VMC to the CP.
 
Community Patch is built on VMC, AU, and SA.
 
I think dependencies are built around CP mod, even if the mod itself is made of several mods, the one you can use for (almost) vanilla gameplay.

Anyways, you don't need to care about it. If you want full VP experience, use the installer provided in this forum. If you are looking for something specific, like disabling just one of the mods, act with caution for balance is made with all the base mods in mind.

For normal players, install just CP for Civ 5 with better AI, or full VP for a different experience. The only extra mod I can't live without is FlagPromotions.
If you are a modder yourself, Enginseer is your man. Moi Magnus when available. The boss is currently on holiday. ;)
(There's also a misterious timid man that, from time to time, brings us an enhanced AI and fixes bugs, nicknamed Ilteroi).

I think you misunderstood. I have a modpack that right now uses VMC. I want to know if I can switch it to CP (not vox populi, just the CP). From what I have read CP contains VMC, but some mods that require VMC e.g. Civ IV diplomatic features block CP.

So im confused.
