Hey people many thanks for those who responded to my first question on these boards and in short order here is another.
I'm still playing the game i mentioned last time.
I am Byzantines on a mid-sized island in the middle of the map with fat continental empire China to the left of me and an entire continent to himself Inca civ below.
The other civ's are more or less managable for me. Anyways I read the Machiavelli Doctrine on Strategy Articles which I thoroughly recommend people check out.

Now I had most of the world eating out of my hand in this regard either through Luxuries or Strategic Resource trade.
So a good proportion of the civ population won't dare declare war on me because they need me too bad.
I accomplished this the only way a seafaring civ should....i've single city outposts all around the world on strategic or luxury resources I took by force from others and then handed them back to them at a hefy cost...for now unless they displease me.
Anyways sorry about the background there i get carried away sometimes. My Primary question is I was leading in tech but a respectable amount (despite my small size) for quite some time up until almost Industrial age.
At that point another civ who seemed to have caught up technologically and surpassed me by a good 2-3 techs (i think it was the Egyptians) for some reason decided to "gift" ALL the tech they had to every single civilization....except me of course.
How do i know they gifted? Because some of the civs who had all the latest tech were total backwaters who didn't even have The Republic researched and had 0 treasury and no luxuries.
So i guess what i'm asking is, is this just a freak accident (oh i was at war with the Egyptians for a time). Or have they deliberately made a calculated decision to remove some of my supremacy by teching up the civs around me? If so the comp is programmed better than i originally itended.
Because now i'm behind by 4-5 techs and most nobody will trade me....
Final question. Short one.
One of my prized Client States (read mach doctrine link to understand) The Ottomans i've noticed something about and its true for me of ALL games i've played with them.
No matter how much they get from me either free or for things I need they never...repeat NEVER go beyond Polite towards me or even show a smile unlike other civs who SMILE at you in F4 when polite if they seem quite happy.
Ottomans are always on the surly side of polite towards me in ALL games regardless of my power, and in this one...ITS A LOT and i've singlehandedly lifted them outa the stone age (for a purpose).
Why? WHy?
