[CONFIRMED] Can't repair pillaged sea improvements.

I got into a war and had my off-shore platform pillaged, but when I return with my ebarked worker to repair the pilaged improvement there isn't even a repair command.

An AI pillaged my oil well and I can not repair it. Now my biggest source of oil is permanently gone.
