(CONFIRMED) Phantom workers causing excess supply cost.

Sometime around 1000 AD. The computer gave me credit for about 9 additional workers. I can see them on display on the Military advisor map in my opponents territory. But even with visibility in my opponents city's I can see them in his terriority. They may be there I just can't see them.

However what really sucks is that my supply cost of units is stuck on at least 9, even with only a 3 or 4 ships out and 1 spy, during peace. During a war my supply cost skyrocket to 25-30.

I have a save file if that helps.
 
This happened to me,too. I was England, as ever, on the world map and I had Miami as my (unofficial) American colony (and for some reason the game said France, all the way back on Europe had a 'rightful' claim to my American cities before I gave them to Roosevelt). Mid-game, these workers kept appearing out of nowhere in Miami - two English workers and two sets of Clones. They annoyed me as they kept helping American cities nearby and I had no clue if they'd been transported from my mainland.
 
I am finally at peace (about to declare war again LOL) so almost all of my units are at home.

Thanks for that. I've taken your save, deleted the units, and verified the problem...

Bug Description
Player being charged unit supply costs for units that it does not have.

Expected behavior
When a player has no units outside their cultural boundaries, they should have no unit supply costs.

Actual Behavior
Player is being charged for units that it does not have.

Steps to reproduce
  1. Load the attached save.
  2. Enter the military adviser screen, and confirm that the player has no units at all.
  3. Enter the financial adviser, and confirm that the player is being charged unit supply for 15 units.
  4. End turn, and note that two more units are produced. Re-Enter finance adviser screen, and observe that the pop-up for Unit Cost refers to zero units.
