confused about what starting arcane tech to go with (such as necromancery)

Here's what I'd like to see:

Replace Chaos II with Summon Chaos Marauder.
Move Tsunami to Overlords III (maybe boost it a little, too).
Move Mutation to Overlords II.
Make Krakens a national unit that requires a Temple of the Overlords, Overlords State Religion, and an appropriately advanced tech (probably still Theology).
Give Loki the ability to cast Mutation on his own, and cut his Chaos II promotion.

Now Mutation is unique to the Balseraphs and the Overlords, with an occasional mutated unit from Chaos Mana. This removes the un-flavorful idea that everyone is running around with twisted freaks in their army: That makes sense for the insane Balseraphs and Overlords, but not for studious magical types like the Amurites (unless they've gone all mad science by converting to the Overlords). It also gives Keelyn access to a Tier II summon, and it returns a decent summon to the game.
 
agree that mutation should go to cultists, and tsunami should be bit empowered and moved to lvl 3 Overlords.
