OWC has neither Gunpowder nor Rifling:
One Crossbowman or Cho-ko-nu(China). Two if both civs are AI
OWC always gets 2 Pikemen.
OWC has Gunpowder:
One cannon. One extra if NWC is AI and either is Inca or has more than 4 cities. One extra if NWC is human and has more than 6 cities.
OWC doesn't have Gunpowder:
