Something I noticed while playing the WW2 conquest was that if you played a militaristic civ, then everytime a conscript unit won it would be promoted to regular: 100% chance. In regular civ, conscripts aren't promoted after every victory, but it seems that conscripts have a greater chance of being promoted than regular units. Is this true?

Conscripts have a 50% chance of promoting when defending, 100% for attacking, when they belong to a Militaristic civ.

Not completely correct. They always have 100% chance if they are militaristic, no matter if they defend or attack. You must have mistaken it for leader generation where chance is halved on defense.

Really? I'm pretty sure promotions are like leader generating odds, but I'm not 100% positive...

Huh, so does this mean that it is harder to promote a vetern to an elite than a regular to a vetern?

Exactly! the chance to go from reg to vet is 1 in 4 while it is 1 in 8 when going from vet to elite (for non-mili civs)

I'm 100% sure that whether a unit is attacking or defending has no effect on promotions. I would even bet my civ disc on it.

Here is what the dev has said:

What are the odds of promotions?

Odds of promotion are based on whether the civ has the Militaristic trait or not and whether the victory was against barbarians or not. Basically, chances of promotion are halved for victories over Barbarians and doubled for Militaristic civs.

non-militaristic civ vs. non-barbarians:
conscript to regular: 1 in 2
regular to veteran: 1 in 4
veteran to elite: 1 in 8

non-militaristic civ vs. barbarians:
conscript to regular: 1 in 4
regular to veteran: 1 in 8
veteran to elite: 1 in 16

militaristic civ vs. non-barbarians:
conscript to regular: 1 in 1
regular to veteran: 1 in 2
veteran to elite: 1 in 4

militaristic civ vs. barbarians:
conscript to regular: 1 in 2
regular to veteran: 1 in 4
veteran to elite: 1 in 8

If a victorious unit fails to get promoted, it will always be promoted upon surviving any other battle in the same turn . This gives an obvious advantage to defenders as well as an incentive to use the same offensive units for additional battles whenever possible.

Oh, I see. I guess I was confusing Attacking/Defending with Barbs/Non-barbs.

And so, is it still halved for the Elite to Elite* ? What do military trait and Heroic Epic do for that?

Elite becomes Elite* when a leader is created and Militaristic does nothing.

Ok, but then is the chance 1/8, 1/16, 1/32 ?
