not a lot in this game, but generally speaking, yes, this typically improves a con/dom date quite a bit. here i mostly used it to direct garrison units to where i had enough attackers, in a few cases.
sometimes i decide i will play honorable and commit myself to all the deals, and in the past some GOTM regularly agreed on this additional obstacle for a game.
