COTM07 - Problem with Ironclads?

I know Ironclads is kind of a joke tech in C3C, but was it necessary to make it even more of a joke by making Ironclad themselves available with Steam Power? I mean, it's the same for everyone, but I didn't realise 'til just now when one of my cities starting building an Ironclad and I didn't have the tech! I looked at the Tech Tree, and lo and behold, the Ironclad unit icon has been moved to Steam Power!

Its an (unintended) side effect of the same issue that caused the problem with the incorrect units being built by the SOZ and KT. Units have reverted to requiring 1.15f techs.
