Cottages in 2.91

Is it my imagination (that will happen) or is the growth rate changed for cottages ?
They don't seem to make any progress towards growing in several games I've played
The civics you choose have an effect on growth of improvements like cottages.
Correct. Was referring to the generic rate in 2.91 vs previous versions.
Example - I can progress to the Middle Ages with Knights, Macemen et al and all cottages are still at initial "14 turns to Hamlet". Never had that before. Mines progress as they have - fine there.
