could some one make city ruins much bigger and wider? like maby 4 times bigger so in a nuclear war it could look much more like a doomed world?that would be so awsome.

I presume you can just change the <fScale> value for ART_DEF_IMPROVEMENT_CITY_RUINS in \Assets\XML\Art\CIV4ArtDefines_Improvement.xml to something larger.

I would love to see city ruins realistic.Such as you could see frames of buildings like apartment buildings skyscrapers etc.
