It doesn't take much for new cities to start paying for themselves, and adding to your overall treasury. If you even have a couple of Cottages per, especially if they're on a river, then it starts to add up fairly quickly. At first I usually allow for one food tile, one Hammer and everything else will be Cottages. That keeps me going for quite awile until my sheer number of cities catches up. But by then I'll have CoD and can start building Courthouses.
I usually trade Code of Laws for Alphabet. The AI will almost always go for Alphabet first while I go for Code of Laws, and it's a fairly even swap. Sometimes I might even get a few low end techs in the deal, like Fishing or Masonry.
