couple of resistance questions

1) Do the attack/defense values of garrisoned units matter when it comes to quelling resistance? I seem to have more success with high defense value units, but that may be my imagination.

2) Does it matter whether your garrisoned units are fortified or just "standing" there? I usually press space instead of fortifying, just so I don't forget those units are there.

I know I've read a thread or article about this at some point, but I'm too lazy to find it now. (Don't laugh, it really is a major character flaw).

1) No. Use your scrappings, your obsoletes, your redlined. And if you are not afraid of the city flipping, even your armies (the army unit and each unit in the army counts as 1 (each)) ... but be prepared to lose them when it DOES flip.

2) No. Presence is all that matters.
 
That tells about culture flips... he's asking about quelling resistance, I haven't seen any of the formulas for that, It depends on relative government type and culture, as well as the Troops in the city.
 
See, now that was useful. Basically the info there is the same as that in the first response, plus the info on governments, and the fact that "extra" units don't count.
