I also think it does not quite sound like him.

No, it doesn't sound like him, but as we all know, Wierd Al is the only musician to ever do a parody. (A line I read somewhere and thought was pretty good) And to be fair, Driving A Truck from Running From Scissors doesn't sound like him (my jury is still out on whether it is or not), but is surely a Weird Al Song.

Al certainly did not write this, nor did the Arrogant Worms, which is what was on it when I first downloaded it

Al's parodies arren't always straight riffs from a specific song. They'll often be making fun of an entire band or genre's style, and some of his works are original compositions.
