I wouldn't trade construction around if that's what you mean. You could give it to Saladin for alpha if you are planning to befriend him. Then trade alpha around, it's something the AIs don't treat as a monopoly tech anyway so soon everyone will have it - now you can still get value from it.
Pretty sure you can start the war with like 6 cats if you want to. Go straight to the capital of course. You didn't build a single spear despite he has horses.
I tried playing from your T66 save, since I think that's when you started to make mistakes. It seems nobody pointed out that for 4 cities, high
-cap, lots of wood, 4 workers is a very low number. I immediately whipped a 5th one, perhaps even 6th would've been a good idea. Definitely more important than libraries! Another thing nobody pointed out was that you should grow your capital. Helper cities are helper cities, when you have a strong capital like this you should always try to be at max size. Thus I didn't give pigs to Hastings when London was not in
-cap. Also, you should probably put in labels when your borders pop to claim
-res like gold and furs. Try to have them immediately improved, using several workers!

Spoiler :
Improving the stone with 4 workers, then gifting it to Asoka. Already traded masonry for writing with him, because he needs masonry for Mids. Perhaps this idea doesn't work on emperor though, AI is too slow, so if I'd continue, I'd go for Wang first.
In your screenshots, all your workers are separated. If you have 4 workers building 4 different cottages, you have zero cottages ready in three turns. If they all are building the same cottage, then moving to the next tile, you have built three cottages in three turns!

Spoiler :
Zero whips after the last screenshot. Since what you need is
, you should grow to work more cottages, not whip. Note how small Hastings still is, due to London needing the pigs. It's duty is mostly to grow those two cottages for London. Furs connected in 2T, all cities have hindu in 2T so will switch. Then the high
-cap is useful for whipping catapults. Note also how much better it is to be size 9 compared to size 6, that's a 90
difference if you want to whip, or 3 more worked cottages if you need
.
