There is an interface issue with this wonder. If you switch to slavery at the start of the turn to whip a few things your other cities become "unhappy" because of the emancipation penalty, or perhaps switch to Universal Suffrage to buy a few things and your cities become unhappy because of the loss of hereditary rule. What this does is immediately affects your citizens in these "unhappy" cities. Now, when you switch back to your original civics before the end of the turn and eliminate the unhappiness, you have to go through all your cities to reassign the citizens the way you had them. The AI should not change citizen allocation unless you end the turn in the "unhappy" state (or at least remember your allocation before the switch).
