Sometimes you can get bounced out of an opponents culture by an open border being cancelled - troops can teleport across the ocean that way as well!

Na, she's not. As you can probably see on the screenshot, there are other civs out there she's fighting. That game was a cheezy Diplo win ~1650, although i planned domination but hey... was just impossible, at least for me

Another option could be this very special random event: strong eastern wind has caused your vessel to arrive at the new land (precolumbian)

Had you been playing the Warlords expansion, your Trireme WOULD have been able to safely travel through Vicky's Cultural across the Ocean.

That change in BtS was a rather dubious one in my eyes. Apparently, the winds and storms of the oceans DO differentiate between the colours of the flag that a boat choses to fly... if the flag doesn't match the colour of the Culture, then "no passage for you!"
