CS conquered before the first turn

I never had this, but I could make a guess about this (which may be wrong).
In the scripts can be read that if somehow a City State cannot be placed, it will not be placed at all.
So maybe the random map generator simply failed to place Vienna anywhere and - according to script - left it out.
Then only the message would be wrong. The message couldn't be right anyway - who could have conquered anybody at this stage of the game?

It would be interesting to see what you find out if you play this game further - will you see any Vienna at all? Even a conquered Vienna would still be on the map. But you might not find any Vienna at all - if my guess is right you won't.
 
I think your guess might very well be right. Didn't see Vienna but stopped playing it (nothing but the turn 0 save is left, which I provided to download for anyone).
Then again, I've played small maps with less landmass and standard amount enemies/CS and never saw this. And I'm pretty sure many people tried to play maps with more then the standard amount of AIs/CSs and yet apparently no one reported of it before. Maybe it's not that simple or map specific (inland sea). Oh, I already used hot and wet for the settings. Maybe there were to many desert and or jungles which caused not enough viable starting locations. In any case, the message/notification doesn't belong there/is misleading.

The map settings seem normal. There's not even a quality check for CS start positions, like there is for 'real' civs, and their lux gets placed afterwards, so it's hard to understand how a placement problem could have popped up, but I can't think of anything else.
 
This happens also frequently in multiplayer. But its normally more than just "1 cs" that says is conquered at the start of the game. It's also not like there are no city states when this happens (but also happens when its a no city state game on multi). Its kind of funny and annoying when this happens.

I suspect on multi its because not everyone's engine can handle it.
 
This happens when a CS starts too close to another CS/Civ. Each city state actually starts with a settler who has to plant the city. When a city state starts within the 3 tile range of another CS or a Civ so they can't plant their settler so they are eliminated from the game.

This probably happens more in MP because I'm guess that MP people usually play on more densely populated maps to speed things up.
 
It is happening to me on a lakes map every time I reload, sometimes six of the twelve get conquered! Here's a screenshot with four:

you just put too many cs's on a small map. Try lowering civs or lower cs's.

I have to use the default settings for the game to be HoF compliant. I'm starting to think that the CS settlers are appearing on water and drowning, or something. This actually may be a good thing, since it frees up the luxury resources that the dead CSs would have had.
