CS liberation

I'm not sure if this is a bug, but I'm playing GotVEM #3 and I noticed that I have around 450 influence with a CS after liberating it twice (it was recaptured by an AI). Should there be a cooldown on the liberation influence boost?

I think the concept with liberation is it makes the CS our permanent ally, so the exact amount of influence probably doesn't matter much. It would be difficult to implement a cooldown.
