Civilization: Dutch (modded to be Religious and Seafaring)
Difficulty: Monarch or Emperor
Land: Archipelago
As devout folks, we do not believe in storing up our treasures on Earth (or Alpha Centauri) ... instead we believe in storing up our treasures in heaven. And to do that, the following rules apply:
We can never own a luxury except for a brief span of time (see below)
Our lux rate can never be higher than 0%
We can possess strategic resources; however, if we have more than one of a resource, we must GIFT it to another Civ (once we can trade with other Civs), we can never sell it or trade it.
We can trade luxuries however. We wish others to store up their treasures in heaven as well, so we must charge them for the service. Once we have trading partners available, we can connect luxuries and trade them (if trading partners do not wish to trade anything, we must gift or disconnect)
We should also be a facilitator of Lux trade. For example, trade for furs from the Romans and immediately trade them to the French. The player who builds the longest lux trading chain wins
In any case, we should never possess a luxury past the end of a turn
We're all about getting the message out, and we believe that as traders we are also missionaries. Thus exploration and contact is important.
Due to the lack of Luxes, the following mods are made:
Dutch are Religious instead of Agricultural
Happiness effects of Temple and Cathedrals will be increased (+1 for Temples and +2 for Cathedrals)
Harbors have happiness effect (+1).
Magellan's Voyage doubles the happiness effect of all harbors
Warfare: We are allowed to fight for our beliefs, however, we should not declare war. We are allowed to be in a pact that causes us to get into a war.
Winning: Only diplomatic will be turned on
These rules/mods aren't set in stone, and if you think changes should be made I'd be willing to consider them. I'm not sure I want to do anything with the Great Lighthouse, but maybe. Also, I'm undecided about the treasury (it would seem that we shouldn't have too much gold, but then that would mean we were essentially a scientific civ) and whether commercial dock should have a happy effect.
