CTD when starting city

I thought I was doing pretty well with my mod, added units, techs, civilizations and such. However, when I try to start a city in the mod, it CTDs my game. Anyone have any experience or know what sort of thing might cause this?

The game will let me place and examine a city in the world builder and since this game will not involve settlers, it should be all right, but I'm interested in why this happened.

I had a problem with this effect, but i don't think, it's the same.
My mistake was, that i created a circle in the unit-upgrading (Unit A -> Unit B -> Unit A), because i was not very careful.
