Cult of Esus Lanun launching surprise attack (More Naval AI)

In a recent game, the CoE following Lanun launched a surprise attack against me from inside my borders using the state CoE special ability. I had not seen the AI use this ability before. Is this AI behavior something that can happen w/ base FFH2 or is it because I put on the More Naval AI mod (which is totally awesome, by the way)?

I do realize that CoE civs can launch surprise attacks like this, I just have not seen the AI exploit this feature before.

by the way, where would one get this more navalA AI patch and which version does it work with?
