Cultural building prerequisites

As it stands, the broadcast tower requires a museum to have been built in the city, and the museum requires a desert next to the city. This means that players who started in an area without deserts are shut out from one of the most important cultural buildings of the late game.

Is this intended? It seems to me that one or other of these requirements should be changed.

I don't understand why museums would require Desert. There are museums in all kind of environments IRL .
