Cultural Murder/Suicide-issues

I'm playing a "fake-occ"... tiny map with 18 civs.
At the start i focused on culture and infrastructure rather then trying to settle a second city.
My capital shared a peninsula with Gandhi, Tokugawa and Cyrus... all city-states much like myself.
I started building wonders like crazy, getting GP's one after another, and soon pushed back my neighbors cultural borders to the extent where all they could work was a few coastal-tiles and a few ocean-tiles.
I had great relations with both Cyrus and Gandhi, they both had my state religion and i was regularly gifting techs and whatnot. Tokugawa however failed to muster the proper tone when adressing me.
This after a while forced me to liberate the people of Kyoto by military means... then the weird things started to happen;

Dehli flipped causing the indian civilization to wipe itself off the face of the planet... it also retained it's capital(!!!)
The city got the silverstar normally reserved for the forbidden palace or versaille... but the cityscreen clearly stated that it was "the palace"... with all it's benefits intact... i got scared of presumtive bugs and quickly checked my own capitals city-screen... the palace was still there working its magic.
All good so far... hahaha!!!
Then, a couple of turns later the persian people also forces it's civilization to commit suicide by flipping it's capital, and only city, to join the motherland of our common religion.
Persepolis, however, does not retain it's palace and therefor is not granted the same "second-capital status" as Delhi was just a handfull of turns earlier.

-Why is this? They both flipped the same way... two civs comitting suicide by the will of their respective peoples to join in my success (?)
First i was thinking in terms of game-mechanics; that perhaps there can only be 2 cities with "capital-status"... but then i thought of the versaille... that would make the number 3, hence killing my above mentioned notion.
I'm also pretty sure that both of the maintanace-wonders were still buildable (not 100% sure, but almost)... that would make the theoretical number of capitals 3-4.
However... if that is so, the why didn't persepolis get to keep it's palace when Dehli did?

Maybe it started treating Delhi's Palace as a forbidden one? It's possible if you built the forbidden palace elsewhere, the one in Delhi would disappear.
 
If you don't have a forbidden palace and you get an enemy capital, then it seems to retain the palace as your forbidden palace. However this will only work once, so any future capitals you get won't retain their palaces.
 
This is a good find Majk-iii. Thank you for posting it and I will have to test this out myself now. I have often debated from an early conquest standpoint ways of reducing my overhead/maintenance in adding conquered cities to my emprie vs. razing them. If Mr. Cynical is correct this can be used to reduce maintenance in conquered civilizations.

Perhaps if you sack the capital first (if possible) then fan out to take the rest of the cities the newly annointed "forbidden palace" will help reduce overall costs.

Granted there are other factors to consider, but this is certainly another tool for the tool box.
