Is it true that civs that are not in your civs cultural group may be more agressive torwards you?

Yes, thats true, but it works more the way that civs in your culture group are a little more friendly to you (slightly better mood in negotiations).Check out Bamspeedys article about AI mood for the exact effect:

I know this thread is probably quite old at this point, but I decided to post anyway. When it comes to the North American Indians, please note that all of these tribes are rumored by historians to have originated for the European, Asian, and African Continents through the Bering Straight Land-Bridge. This may be why you have so many North American tribes near you at start. Technically they are culturally the same in the undeveloped worlds standpoint. Just thought I'd offer that piece of advice.
