I was looking in the new xml files and I noticed this as an option for a civ's unique trait. I can't, however, find it in the new civ or the scenario civ abilities. Anyone have any idea what it does. Does it only modify the cultural output of culture buildings, or can it say give a science bones to culture buildings?
