For me, in CivBE culture represents the strength of your colonists' spirit. When you use energy you are buying homesteads and other infrastructure so that your colonists move out into the world. With a strong culture they are inspired to do this off their own bat. The Prosperity virtue that gives a discount for border expansion is called Pioneer Spirit as an example of this.
So we're back to the point of why it's called culture.
The idea of culture in an increasingly interconnected, globalized world is a bit odd anyways. I can definitely see political allegiances, but unless globalization somehow stops, people are going to become more and more culturally similar.
I think culture is a bad name for this mechanic. Someone mentioned spirit, which makes a lot more sense. Spirit would make denizens more adventurous to venture beyond the city limits in addition to trying new things (virtues). A faction that lacks spirit is too paranoid or afraid or conservative (in the social/psychological meaning) to tame the unknown environment or to adapt (virtues).
It wasn't quite only a reskin, but it had about as much in the way of new mechanics compared to Civ2 as CivBE has relative to Civ5. That's what people tend to forget.Is everyone forgetting that Alpha Centauri was a reskin of Civ II? And look how good that turned out.
First of all, cultural borders have been apart of Civ games since Civ 3 and were also apart of SMAC.
