Culture win

A couple games ago, I read an article setting forth a cultural winning strategy. If you hit 100,000 culture points, it automatically triggers a win. I was Babylonian and well-suited for this strategy so I applied it and, sure enough, as soon as I topped 100,000 in culture I was the victor.

So I immediately became Babylonian and tried it again. Oddly, when I hit 100,000 in culture this time, nothing happened. At the time, two of my neighbors were embroiled in a long, bitter war. After a while, England nuked India and all hell broke loose, everyone ran amok and declared senseless war on everyone else. A couple of them even declared war on me when I had kept good relations with them all through the whole game and never did anything to provoke them. The whole world had descended into madness and it got so stupid, I bailed out.

Anyway, I just was wondering what blocked my culture win this time. Was it the war? Was it the number of civs in the game (7 including me)? Was it my low score? (I was in fifth place and the culture victory was my only hope of winning.) I played on a large Pangaea at Warlord level.
 
im not sure but i think you have to have double the amount of culture as the next leading civ AND get over 100000
 
Yes, in order to win 100000 point culture win no other culture can have more than 50000 pts.

Another way (easier) is to concentrate all your wonder buildings in one city to get 20000 pts. Then the 50000-restriction does not apply.

At regent level it's fairly easy to get a city-culture win.
 
I edited my temples so they give 4 points. By the end of the game, my original city is getting like 20 or so points a turn (doubles every 1000 years)
