Custom civs not showing up after loading mod.

Hello everyone, I have manually downloaded (and upzipped in the right directory) all of Colonialist Legacies.

When I load them in the mod menu, they all show up as expected, however when I try to select my civ only the Cree, the Dene and Vietnam show up to choose from.

Any ideas what causes this?

I should have been clearer, it happens with More Civs, Tomatekh's and others as well, I just used CL as an illustration.
