Custom Flags for Standard Civs

This is probably the wrong place for me to post this, but I don't know where else I'd put it, so...
Is there a way to create custom flags for civs without modding? I'm not talking about creating a new civ, just maybe changing the American flag so that it doesn't look like Somalia's or something like that. Is that possible?

Creating flags is part of modding... and for every aspect of modding, there is a tutorial or two and probably more if you look into the Civ4 - Modding Tutorials & Reference thread.
