Cutting down forests = more shields?

I'm just wondering whether cutting down forests gives extra shields to whatever your building in a city. It states it in the civlopedia although I don't see it working in the game?

Is this just a mistake?
 
It works! Clearing a forest (Shift + C) gives the city 10 shields. Doesn't work with wonders though.
 
Disbanding units also adds shields according to the manual, but this too doesn't work with Wonders - particularly irritating with the Forbidden Palace I always find since (almost by definition) you're building it somewhere very corrupt!
In my opinion this was a game balance mistake - disbanding and forest chop down should work on Wonders - they were right not to allow rush building though
 
With Americans, after replacable parts, you could put 8 workers in a single square, and generate 20 shields per turn.

It is a little silly though, and 20 shields isn't much when you're trying to build tanks and battleships
