cutting forest outside of the cultural border

I have two questions regarding cutting forest outside of your cities cultural borders, that is on neutral territory:
1) which of my cities gets wood hammers if the tile with cut forest is situated at the same distance from these cities?
2) Is there any distance limit when cutting forest will not produce hammers for my city? Let's say if my worker removes forest which is situated 10 tiles away from my nearist city will it add hammers in the city production?

I think that knowledge of replies to these questions is vital at world wonder rushing when you know that other civ is competing with you in building some particular wonder.

2) there is a limit, and it's pretty short. can't call it though, but you'll notice for every tile further away it will be less production given so after 2-3 tiles beyond the cities border I think is the last that will give you anything.
 
1. I believe the city with the higher population.
2. Well the production value will reduce the further away from the city the forest is, so I am going to assume that logically, it can reduce to at least 1, if not 0.

Yesterday I have done some testing on this issue.

I haven't found exact answer to the first question, but it seems that the capital city has some priority over other cities and grab hammers from forest cuttinf for its own production.
I agree with you on the reply to the second question. It seems that cutting wood which is situated 10 tiles away of the nearist city provides 5 hammers or even less.
 
I use this when playing OCC and found the closer my border is to the tile, the more I get out of it. Not much, but I take 6 hammers before 3 if I can.

Having 3 workers doing this at the same time, might save you 20-30 hammers on a wonder or important building, if you're lucky. You "might" shave a turn. I do it just because I can on OCC, in normal games I usually save those forests for later, to get the most out of them even if they're just outside some border.
