DDS file format

I managed to find a DDS plugin for Paint Shop Pro X (my image editor), but it says it can't read the C4C .DDS files I'm trying to open in Assets\Art\Resources (I want to edit some of the resource icons).

What programs are people using that actually work to read and edit these .DDS files?

GIMP + DDS plugin. Perfect.

Paint.NET opens and saves DDS files directly. That's what I use.
