Does this fact deter you at all from declaring war?

Not anymore, because AI so rarely declares war and when they do, they make peace after you destroy 2 units with archers.

Depends on if I'm going cultural or not. I like having open borders with them due to the tourism bonuses. Couldn't care less if I was going for the other victories.

Once you decide on a course of war, all of the AI players are going to hate your guts for at least 50 turns. Once you reconcile yourself to that fact, it's not much of a deterrent. Realistically, do you even care what a computer opponent "thinks" ?

I use to do this then realized it really makes no difference either way so...yolo I guess. =/

havent needed to. There's always a few AI constantly denouncing me. Formal war is almost always an option past midgame.
