Declaring War?

I've been playing Civ 4 for quite awhile now but tonight I've run into roadblock in simply declaring war. I've never been a war mongerer but recently I've been playing as Rome and as such have been taking full advantage of the Praetorian war machine.

The problem is I can't declare war on Mansa Musa because he refuses to talk to me! I have a massive army camped right at his border but I cant begin until I officially declare war.

Can anyone tell me how to declare war without talking?

Just move a unit into his territory. It should then ask you if you want to declare war and say yes.

Hit Ctrl-click on his name in the leaderboard, that will automatically declare war. (Or is it Alt-click? I forget...)

I remember freakn out because I couldnt declare vs. refuses to talk
