default max number of civ

Do you know how to change default max number of civ per map/world size? I want to play hotseat game with more than 12 civs.
I think that the simplest solution is to change huge world civ number from 12 to 22. I think that 12 civ limit for hotseat is set only because firaxis didn't want to test it with more civs than 12.

ok, i have solution. Default number of civs per map size you can change in file CIV5Worlds.xml. In this way you can start hotseat game with max 22 players.
