Back In Green!
In C3C, only cities can defect to you with the message that they have overtrown their hatred oppressors and have pledged loyalty to you. I reckon it would be great to not only have cities defect, but soldiers (bringing war plans with them), scientists (stealing new technology before they scarper!) and intelligence operatives (telling you who their former leader was spying on). This would be great in a Cold War type of scenario where defections and spying were a major point of interest.
