Well, when you have Aztecs and Sumeria around they do seem lackluster. Even more with those DLC civs getting more and more powerful.

I think it's fairly important if going for a cultural victory because it can make the difference in whether a Civ will trade for open borders or not which gives an additional tourism bonus. I completely forgot about it in my latest game and now I can only get open borders with one person so it's looking pretty bad.

The thing is that is only worth 25% amd there is no cards to change it while trade routes are more powerful.
