I think he meant in some countries. Maybe we could have Hebrews in western version and some other in another version.
For me, Israel is a dealbreaker. I am playing Civ 5 a lot right now but if there willbe no Israel civilizaiton mod, I will stop playing it. Everything about it (Leader, units, cities should be familiar to everyone and Israel today is still a (albeit through many twists and turns) continuation of the original civilization. So I believe its leader should be David (who expanded the empire the most), its special building should be theTemple, which should give a lot of culture points (with a high maintenace cost), and its untis should be the Macabee and the Merkava tank which is harder to kill and quicker to recover.
Byzantines as #1. I feel that most Westerners don't know enough about the Byzantine Empire to understand how important they were to history. The Byzantines preserved Roman culture and science for hundreds of years, converted the Bulgars and Slavs to Christianity, and served as a buffer against Islamic expansion by the sword into Europe when other European cultures were poorly developed and vulnerable.

Gotta say NO on the Byzantines. True many westerners are blind to there contributions. However to say the Byzantiens persevered Roman culture is false. Byzantiens WERE Roman culture. The people living in Constantanople called them selves Romans, there diplomatic rivals knew them as Romans etc.
So... in the context of Civ, they are Rome, just further along the tech tree
I suspect Brazil never will be added, except for mods.
Why? City States.
City States seemly give a hint about Civs that wont come.
For example. Rio de Janeiro, Seoul and Oslo. Most important (at least historically) cities of Brazil, South Korea and Norway. Why not add, for example, Sevilla? Could be better maritme city than Lisboa? And whata bout Amsterdan?
Sevilla and Lisboa are out because Spain and Portugal civs are coming. Same for Amsterdan and Ducths.
Seems to me that City States also serve the purpose to do at least a mention to some civs that they dont intend to add as a playable civ in the game.
